Approving lot plan
- The following documents should be submitted with the duly completed subdivision application.
- The original and 02 photocopies of the subdivision plan.
- A copy of the original survey plan for the entire block of land.
- Copy of the title deed.
Issuing street line certificates and non-acquisition certificates
- The following documents should be submitted together with the duly completed application for the street line certificate and the non-acquisition certificate.

Maintaining and upgrading all roads acquired by the Urban Council
There are about 153 thoroughfares with the urban council area maintained by the Urban Council. Roads are maintained and upgraded using the funds of the UC and the provisions allocated by the provincial council and the government and in the year 2015 the total sum spent on maintaining and upgrading roads was Rs. 13 million. Maintenance activities have been carried out covering 80% of the total road network and the assistance of various societies and community organizations was secured for this purpose.
Maintaining and upgrading pavements and rainwater drain system
During the past year, priority was accorded to the renovation of pavements in the urban council area. In collaboration with the Road Development Authority, pavements in the urban council area were paved with interlocking paving blocks.
Renovation and maintenance of the drain system on either side of the roads belonging to the Urban Council are carried out by the Urban Council and the residents have been granted the opportunity to refer their complaints to the Council in this regard.
Removal of dangerous trees
Action is taken to remove trees that could pose a danger to the public and property pursuant to complaints of the general public and institutions. The Council can be made aware of dangerous trees through a written complaint. On the advice of the Technical Officers, dangerous trees are identified and measures are taken to cut and remove the tree or take other suitable action.
Approval for digging roads under the purview of the council to lay pipelines
- The application issued by the Water Supply and Drainage Board should be submitted to the Secretary of the council.
- Having paid the estimated amount for the renovation of the damages caused to the road, the applicant should obtain the written approval of the Council and the same should be forwarded to the Water Supply and Drainage Board.
Street lamp maintenance
- Maintenance of street lamps is carried out throughout the year under the supervision of the Electrical Division of the Urban Council. A register is maintained in the council for the public complaints regarding street lighting.
- The relevant complaints are examined by the Electrical Division and repairs are carried out accordingly.
Preventing unauthorized structures
- Residents can directly submit their complaints in writing regarding unauthorized structures in the area of authority of the Urban Council.
- Investigations are conducted promptly in respect of such complaints and action is taken on the recommendation of Technical Officers.
- Those responsible for unauthorized structures are educated on the need to obtain permission for development activities or legal action is constituted in accordance with Urban Council Ordinance.
Investigating into public complaints
- Public complaints should be referred in writing directly to the Secretary.
- The Urban Council inquires into the relevant complaints and action is taken to offer any solution that can be offered by the Urban Council.
- If the solution has to be offered by another public sector or semi government or private institution, the Urban Council communicates with the relevant institution and coordinates the process.
