- These stalls are given to the highest bidder through a tender procedure.
- Tenders are called through notices published in national newspaper for stalls falling vacan.
Hiring play grounds and bare lands of the Urban Council
Parakrama playgrounds
- Rs. 2000/- is charged per day.
- A separate fee is levied for electricity consumption.
- The required date can be reserved by returning the duly filled application obtained from the office or downloaded from the website.
- Temporary constructions that could damage the grounds are not permitted.
Bare lands - Open area in the fair premises
- Can be obtained on daily basis for a rent of Rs. 5.00 per square foot.
- Prior written permission has to be obtained from the Council.
Alice Park
- Since it is being used as the car park of the Urban Council during daytime, it is hired on rent basis without disturbing the parking facilities taking into consideration the needs of applicants.
- A fee of approximately Rs. 2000.00 is levied and the fee may vary according to the requirements of the applicant.
Registration of the change of ownership of lands and buildings
- The application can either be obtained from this office or downloaded from this website and Rest 500/- has to be paid as service charge.
- Application should be filled by a notary as per the deed and survey plan of the land.
- Application should be handed over together with duplicates of the deed and survey plan.
Please note
- In changing the name, the notary should write and certify in the application the succession of the change of ownership from the owner of the relevant property in the rates register to the present owner of the property.
Granting rates extracts
- A written request made through a notary is referred to the Secretary of the Urban Council for approval for the release of the relevant information.
- Information can be obtained in respect of one or more years.
- Copying charges- Rs. 10.00 for extracts of one year.
- Deposits - Rs. 5.000 for extracts of one year.
Issuing trade licenses
- Trade licenses should be obtained for every business at the beginning of the each year.
- Applications are issued during the first month of the year for obtaining licenses in respect of the business.
- After handing over the duly filled application and securing the recommendations of the Revenue Inspector and Public Health Inspector, the trade license for the relevant year can be obtained by paying the license fee.
- Trade license fees for the coming year are gazetted at the end of each year.
Maintaining parking lots
There are 05 car parks belonging to the Urban Council,
- Old weekly fair premises.
- Alice Park.
- Land belonging to the Urban Council to the right of the Newham Road.
- Land belonging to the Urban Council to the left of the Newham Road.
- Land opposite Clinipath building belonging to the Urban Council-05 parking lots.
Administration and maintenance of weekly fair and daily trading
Divi Neguma weekly fair of the Minuwangoda Urban Council is conducted on Sundays and fees are levied as follows from those who have rented stalls.

- The cleaning of the entire premises of the fair at the conclusion of the weekly fair and maintenance activities are carried out by the staff of the Urban Council.
- The minimum fee for temporary daily businesses in places permitted by the Urban Council is Rs. 100.00.
Granting permission to display notices and billboards
- Written approval should be obtained by filling in the relevant application.
