Garbage Management
Minuwangoda which serves as an important junction town connecting the major towns of Negambo, Katunayake, Kurunegala, Gampaha, Nittambuwa, Divulapitiya and Ja-ela and on average 3,500 people enter the town daily for various needs.
It has been observed that a big amount of garbage gets piled up undermining the beauty of the town mainly due to high population density and the large number of people visiting the city.
Our prime objective is to bestow an eco friendly healthy environment for the posterity through the implementation of a well planned long term programme.
Main components of planned garbage management in Minuwangoda,
- Street sweeping - Three female workers and one male worker have been deployed for sweeping the town center from 6.30 to 10.30 in the morning and the main streets are swept after 10.30 a.m.

Two workers have been assigned to each vehicle for the collection of street garbage. In every street, degradable waste is collected daily and in main streets 02 service rosters are in operation.
Garbage collected from the residents is sorted at the residence itself and the garbage of the transit population is sorted at the Japala sorting centre.
Biodegradable litter waste is composted.
Measures have been taken to minimize the amount of garbage collected by the Urban Council by conducting a garbage fair every four months and selling items of garbage with commercial value.

How the fees are calculated
- 1st turn - disposal fee+ transport fee+ government approved taxes.
- Disposal fee varies according to the number of transport turns.
- Service charge 10%.
- Transport fee within the town limit is Rs 750/= and outside the town for each additional kilometer Rs.40/- will be charged.
- Disposal fee is Rs. 900/-.
How to apply for gully service
- The relevant application form can be obtained by visiting the Urban Council or downloaded from this website.
- At the time of handing over the duly filled application, the relevant fee is computed and notified to the client who will be informed of an approximate day for the gully service.
- The dates of your preference may be changed due to unavoidable circumstances. Therefore once the date is confirmed it will be conveyed to you over the phone.
Matters to be considered
- It is compulsory for the waste in the cesspit to be in liquid condition in order to carry out the gully service and this should be confirmed by the applicant.
- If the cesspit is more than 10 years old, one of employees will conduct an onsite inspection.
- Since the length of the tube of the gully bowser is 40 feet in length, the distance between the cesspit and the place where the gully bowser can be parked should be less than that.
Issuing environmental license
Having identified the institutions within the Minuwangoda Urban Council area of authority which should obtain environmental licenses as per the set of instructions laid down by the Central Environmental Authority, such institutions are advised that they should obtain environmental licenses.

Application for the environmental license can be obtained by paying the relevant fee and a three member committee examines the duly filled application and recommends whether the granting of the environmental license is advisable or not. Recommended environmental license is referred to the Environmental Technical Committee and after obtaining the approval of the officers of the Technical Committee including the Environmental Officer, the license is issued.
Applicants whose applications are rejected by the Technical Committee are informed in writing to address the shortcomings subject to a reasonable period of time. Applications for which permission is granted should be renewed once every three years and the client is sent a reminder three months prior to the expiry of the license.
Once shortcomings are addressed, licenses are issued for rejected applications and the environmental licenses of those who fail to address shortcomings are cancelled and legal action is constituted against them.
Inquiring into public complaints
- Complaints forwarded to the Urban Council in writing with true information of the complainants are inquired into promptly and if any issue or problem is addressed it is informed to the relevant parties in writing.
- If inquiries or complaints are made over telephone, they are noted down for action and through a subsequent telephone call, the progress of the inquiry can be ascertained.
